“Even though my friend from New Hampshire has quietly offered an amendment that has been accepted, it is extremely important. It is an amendment that I have been trying to pass for a number of years in this body. We have been successful, but it has been knocked out in the other body. That deals with a subject which is difficult to talk about, female genital mutilation. It is a horrible procedure that is perpetrated on women all over this world. What this amendment does is stop it from being done to women in the United States. I express my appreciation to my friend from New Hampshire for making this part of the managers' amendment to this legislation.”
