“Mr. President, if the Senator from California would look at page 19, the paragraph that begins ``Total outlays,'' right above where the Senator has been reading, it stands on its head what my friend from Idaho said. Listen: ``Total outlays is intended to include all disbursements from the Treasury of the United States''--listen to this--``either directly or indirectly through Federal or''--listen to this--``quasi-Federal agencies created under the authority of the acts of Congress and either on budget or off budget.'' So that, I say respectfully to my friend from Idaho through my friend from California, that is directly opposite what he said. Is that not what the English language says?”
