I close by saying again I want the Senator from Vermont and the Senator from Oklahoma to understand how much I appreciate their work on this legislation. We have to keep our eye on the prize. This is, as Senator Lott said, probably the most important piece of legislation we will pass all year. He said that an hour ago, and he is absolutely right. This could be the most important legislation we pass all year to stimulate the economy, to create jobs, to help States become and remain competitive, and to ease traffic burdens and congestion which we have throughout our country.
