Mr. President, I say to all my friends, and new Senators, welcome to the United States. This is a vote on the piece of legislation that was described by my friend, the chairman of the Judiciary, as well as anyone else: It is violative of our Constitution. This is a vote on this matter, and we are going to dispose of this legislation as it needs to be so President Obama and the Speaker can move forward on a matter that will have some revenue in it and send it over here, and we can move forward to complete our work to make sure we don't default on our debt. As a result of our conversation here, I move to table the motion to proceed to H.R. 2560 and ask for the yeas and nays. The PRESIDING OFFICER. Is there a sufficient second?
