“The Grams Social Security amendment includes a general fund transfer to the Medicare HI Trust Fund of $113 billion over the next 10 years. Without a general fund transfer to the HI trust fund, the Grams amendment would cause Medicare to become insolvent 5 years earlier than is expected today. It is appropriate to protect the Medicare program and ensure its quality and viability by transferring monies from the general fund to the Medicare HI Trust Fund. The adoption of the Grams Social Security amendment has put a majority of the Senate on record in favor of a general fund transfer to the HI trust fund. Today, the Medicare HI Trust Fund is expected to become insolvent in 2025.
