Mr. President, reserving the right to object, let me say that this is almost an out-of-body experience to have someone suggest a 50-vote threshold on a matter of this magnitude in the Senate. I am perplexed, Mr. President--genuinely perplexed--that my friend, the majority leader doesn't want to vote on his proposal as soon as possible. I object.
