Madam President, this is an extremely important plateau we have reached. It has been very difficult for everyone. But now this bill can go to the President of the United States if these amendments are defeated, which I hope they are. It will go to the President tonight before the deadline of this bill, so this bill will not lapse. Even though the Senator from Kentucky, Mr. Paul, and I have had some differences, what we have done on this legislation has at least helped us understand each other, which I appreciate very much, and I appreciate his working with us.
