Mr. President, I ask unanimous consent that when the Senate completes its business today, it adjourn until 9:30 a.m., tomorrow, Thursday, July 21; that following the prayer and pledge, the Journal of proceedings be approved to date, the morning hour be deemed expired, and the time for the two leaders be reserved until later in the day; that when the Senate considers the motion to proceed to H.R. 2560, the Cut, Cap, and Balance Act, the time until 2 p.m. be equally divided and controlled between the two leaders or their designees, with Senators permitted to speak up to 10 minutes each, with the Republicans controlling the first 30 minutes and the majority controlling the next 30 minutes.
