I am told S. 1917 is due for a second reading. The ACTING PRESIDENT pro tempore. The clerk will report the bill by title for the second time. The legislative clerk read as follows: A bill (S. 1917) to create jobs by providing payroll tax relief for middle class families and businesses, and for other purposes.
