Mr. President, I ask unanimous consent that the cloture motion with respect to the motion to proceed to S. 782, the Economic Development Act, be withdrawn and the Senate adopt the motion to proceed to S. 782; further, that after the clerk reports the bill, the committee-reported amendment be agreed to, the bill, as amended, be considered as original text for the purposes of amendments, the motion to reconsider be considered made and laid upon the table with no intervening action or debate; that Senator Tester be recognized to offer an amendment, followed by Senator Durbin to be recognized to offer an amendment; following that, Senators Boxer and Inhofe be allowed to give their opening statements on this legislation.
