Most of the positions have been without anybody there for more than a year. We have numerous ambassadors to important countries around the world, and they are not being confirmed because they are being stalled. Why? Why could we not have these people go do their work? They have been nominated. Countries all over the world are without ambassadors from the United States. Where would we be if we had not changed that rule? Now we are slogging through these nominations. It is kind of slow because of the inordinate amount of time that we are caused to eat up.…”
