I would also add this: that the Republican leader said--and I think this says it all--today, as an extemporaneous remark from his position here where he is now standing, and I quote: If 60 Senators are in favor of bringing a matter to conclusion, it will be brought to a conclusion. That is what happened a few minutes ago, and that is what cloture is all about. That is what cloture is all about. I believe in cloture. As I have indicated several times earlier, I was not in favor of changing the rules relating to cloture as some of my colleagues did. But I think this is a step forward.
