following my remarks and those of the Republican leader, the Senate will resume consideration of the motion to proceed to S. 2648, the emergency supplemental appropriations bill, postcloture. The time until 10 a.m. will be equally divided between the two leaders or their designees. The ranking member of the Budget Committee, Senator Sessions, will control the time from 10 a.m. to 11 a.m. and the majority will control the time from 11 a.m. to 12 noon.
