I ask unanimous consent for the Republican leader and me to have a brief colloquy about the application of the standing order related to motions to proceed and nominations that the Senate will consider. The template for this order was a bipartisan proposal developed by Senators Levin and McCain and other Members on both sides of the aisle. The PRESIDENT pro tempore. Without objection, it is so ordered. Mr. McCONNELL. The proposal, as initially developed, provided that the bill managers and the floor leaders of the respective parties would be able to offer one amendment each if the motion to proceed to a matter were employed as it is available in the standing order. The majority leader and I thought it important not to codify who would offer those amendments on each side of the aisle.
