Harry Reid said "Before my friend, the Republican leader, makes his remarks, I ask unanimous consent that the period for morning business be extended until 12:30 p.m., with Senators permitted to speak for up to 10 minutes each; further, that the Senate recess from 12:30 p.m. to 2:15 p.m.; finally, that the previous order with respect to the motion to proceed to S. 1845 be modified so all postcloture time on the motion to proceed be considered to be expired at 2:15 p.m., rather than the earlier time I mentioned.
