Madam President, I know people are very anxious to move on. I am, too, but I have to say just a word. I have said in my own caucus how much I appreciate the cooperation of Senator Enzi. He is a fine Senator. He and Senator Harkin have worked so well together. It is exemplary for what the rest of us should do. I appreciate very much the work they have done. I repeat, it is how we should get other work done. This is an important piece of legislation, and we made it look simple; it was not. But because of these two fine Senators, we were able to get this done in a very short period of time and get good things done for the American people.
