The PRESIDING OFFICER. Without objection, it is so ordered. The question is on agreeing to the motion to proceed to S. 1786. Under the previous order, 60 votes are required to adopt this motion. Under the previous order, there will now be 2 minutes of debate, equally divided. Who yields time? The Senator from California.
