Mr. President, let me say this: The bill we passed today is fully paid for. There is no deficit spending whatsoever. In fact, everything was paid for. Every part of that was paid for. In passing that bill, there is not a cent of red ink. It is my understanding that with this short extension we have tried to get done today, my friend from Kentucky believes it should be paid for by taking money out of the stimulus funds----
