as I said yesterday, when I practiced law, I represented car dealers, and there were times when they got cars in their inventory that simply were bad cars, lemons. There wasn't anything they could do to fix them. They would take them into the shop two, three, four times, and they turned out to be lemons. I represented a car dealer who sold a car to someone and he said, ``They have a car out in front of my place painted yellow that looks like a float; it is a lemon.'' He said, ``You have to settle this case.'' That is what we have. This legislation is a lemon. Whatever the esteemed chairman of the full committee tries to do, he can't make an orange out of a lemon. This is bad legislation. The Senator from New Mexico is known in the Senate as being a very thoughtful man. He has tried very hard to get a piece of legislation that improves the process for Yucca Mountain. Now, this situation has been amply described by anybody who is willing to read this legislation as being a travesty. This legislation doesn't help anything. It is opposed by the environmental community, the President of the United States, the Director of the EPA, and the Department of Energy Secretary. This is bad legislation and it should be voted against.
