at 5 p.m. the Senate will proceed to executive session to consider the nomination of Gregory Phillips of Wyoming to be U.S. circuit judge for the Tenth Circuit. At 5:30 p.m. this evening there will be a rollcall vote on confirmation of the Phillips nomination. Passing Bipartisan Legislation
