I have never had a Senator better prepared than she on any issue that we bring up, who is more concerned about her State, and has worked harder on an issue than she has worked on the issue now before this body. It happens every time we get to an issue which we are trying to move forward. It is the obstruction we have faced for going on 6 years. It is too bad. But I commend Senator Shaheen for her diligence.
