Harry Reid said "I ask unanimous consent that the mandatory quorum under rule XXII be waived; that the cloture vote occur at 5:30 p.m. on Monday, February 3; that if cloture is invoked, there be 20 minutes remaining postcloture at 2:15 p.m., Tuesday, February 4, to be equally divided between the two leaders or their designees; that upon the use or yielding back of that time, all postcloture time be considered expired and the Senate proceed to vote on adoption of the conference report.
