“This is the Reid-Bingaman amendment. It is offered in that way, and it was meant to be offered in that way because of the work he has done for the many years prior to this. The question I would like to ask the Senator: One of the provisions in this amendment calls for more money for afterschool programs for Hispanic children. Does the Senator from New Mexico have the same problems in New Mexico that we have in Nevada with respect to Hispanic children dropping out at larger numbers than non-Hispanic children? And would the Senator also agree, for every child we are able to keep in school, we save the Government--State, local, and the Federal Government--money as a result of these children being able to be educated rather than being out on the streets, so to speak?”
