I will respond simply to my friend that the environmental community has a different view. They believe this radical rule change would simply allow pollution to take place that is not allowed now. We hear that the rules the administration has made are the same as rules made in the Clinton administration. This simply isn't true. Here is what Carol Browner has said: Some have suggested that the administration's announced changes are changes the Clinton administration supported. Nothing could be further from the truth. Fundamental to everything we did was a commitment to ongoing air quality improvements. There is no guarantee, and more importantly, no evidence or disclosure demonstrating that the administration's announced final or proposed changes will make the air cleaner. In fact, they will allow the air to become dirtier.
