I wish to recognize my friend from North Dakota who after I offered that amendment was on the forefront of the next Congress making sure that we continued our efforts to beat down that mischievous constitutional amendment to balance the budget which would have used the Social Security surplus to balance the budget. I applaud my friend from North Dakota for taking that tough stand which allowed us to move forward and help us defeat one of the most dangerous efforts in the guise of balancing the budget and destroying Social Security.
