I speak for the entire Senate when I say how much I appreciate the leadership of Senators Conrad and Domenici. I think, as Senator Domenici has said, we could have a long, drawn-out debate on why we are in this economic situation. The two managers of this bill have decided to go the path less traveled in recent months and talk about what is really the best thing for the country. There is no question the best thing for the country is to have fiscal constraints that are not mandatory unless we pass this legislation. I hope we can quickly resolve this issue. It is so important for us and the future of this country. Again, I compliment and applaud the two managers of this bill for working together in a bipartisan fashion to allow us to get to the end of the road, where we need to get on this issue.
