during the past couple of days, there has been some talk about this railroad retirement bill and the reason people are not going to allow us to move forward with this is because it would return to the calendar this important stimulus legislation on which we are working. I have heard other statements that maybe the reason we are not going to move to it is because it should go to the Judiciary Committee and have hearings, or the Finance Committee. I personally believe these are only excuses. We are having no votes today. We should get to this legislation. If there is a problem with it, have them offer an amendment and debate it on the floor as to whether the amendment is in order. We have 74 or 75 cosponsors. It is important legislation not only to management but to labor, and it is not often that they agree on anything. They agree on this legislation. I think it is something that would improve this country.
