I remind my colleagues that only a few years ago we in Washington were congratulating ourselves on living in a hemisphere that, with the exceptions of Cuba and Haiti, had embraced freedom and free markets after long years of military rule and statist economic policies. Although there remained deep poverty, aggressive free market reforms were seen as the best way to improve the welfare of people across Latin America.
