“I have been here this morning listening to the Senator's statement, and of course it is very good and beautiful. But I would like to ask the Senator a couple of questions. We have been working on this bill for years. I have been impressed with a couple of people who have stood out in recent weeks. They are Republicans--one by the name of John McCain and the other by the name of Charlie Norwood. They are both Republicans. One is a dentist from Georgia, the other is a Senator from the State of Arizona who, among other things, spent 5 or 6 years in a prisoner-of-war camp, most of that time in solitary confinement. The Senator from Illinois and I came with Senator McCain to the House of Representatives in 1982. We have long acknowledged his courage; have we not?”
