One thing the debate this morning has not touched upon, and I would like to hear the Senator from North Dakota explain a little bit, when this administration came into power there was a huge surplus over a 10-year period. It is my understanding that is gone and we are going to have record deficits as far as the eye can see. Is that a fair statement?
