Before we proceed, I say through the Chair to the distinguished Senator from Arizona, this is one of the smallest managers' packages I have ever seen. I think we have eight or nine items in it, and they are ready for review right now. Mr. McCAIN. Mr. President, for the benefit of the Senator from Nevada, there is a large stack of amendments my staff has just been handed. Here we are at 10:15 at night, and we have never laid eyes on them before. I say again to my colleagues, plan on rollcall votes.
