Regarding conversations we had on this floor about this has been done before, returning to the Chair and later fixing it, it has not been done before. This is a unilateral fix of a precedent in the same bill. Anything that has been done before has been done on a bipartisan basis. I was part of changing it back with Senator Trent Lott. It was the right thing to do. Scope of conference is very important. It should not be changed willy-nilly. It should not be changed because it is inconvenient.
