“I included language in this bill that directs the Department of Interior to finalize the so-called 3809 regulations, which govern hardrock mining operations on public lands, and to do so consistently with the findings and recommendations of a study completed by the National Research Council or NRC. The language is identical to language enacted in last year's omnibus bill. I want to emphasize my intent in offering this language, and request the Chairman's understanding and concurrence. Briefly, my intent is to ensure that the Department of Interior finalizes a rule that protects the environment and that takes into account the direction of Congress and the findings and recommendations of the NRC report.”
