Mr. President, this woman, being honest, wants to find out why she owes this money. She has claimed she had not had to pay these taxes in the past. Why now? To make a long story very short, the other State went back several years and calculated her tax debt to be about $6,000. Mr. President, this is half of her income for 1 year. This issue has been addressed in both bodies of Congress as I have talked about. The Senate bill I have introduced in this session of Congress has 28 cosponsors. In the House, they have almost 200 cosponsors. The issue is supported by a broad range of interests from the National Association of Retired Federal Employees [NARFE]; to the Fund for Assuring an Independent Retirement, which is called FAIR; Retired Officers Association; the National Association of Police Organizations; the Retirees to Eliminate State Income Source Tax, which is called RESIST, chaired by a Nevadan by the name of Bill Hoffman, from Carson City. During the House hearing last summer, a member of the board of directors of the American Association of Retired Persons had this to say about the issue: While States no doubt have the authority to exercise taxing power, a number of legitimate questions arise as to the wisdom of such action. Should Congress determine that Federal intervention is necessary action before an even greater number of States engage in this practice, it would be both timely and appropriate. The time has arrived for this Federal intervention.
