“Last summer, the Governors of Arizona and New Mexico declared states of emergency at their southern borders. I don't think anyone in this Chamber would disagree there is a crisis on our borders. There are, as indicated by the Governors of the two States of Arizona and New Mexico, an emergency. We would all agree we should do something about this.
