I say to all those within the sound of my voice that the two men whom you have just heard are people with an institutional memory, as Senator Ford has spoken. That is true. But also, these two Senators are gentlemen who have balanced budgets in their own States. They are Governors from two of the outstanding States in the Union, South Carolina and Kentucky. They know what they are talking about in truth in budgeting. I am very happy to have been able to sit on the floor and listen to these two statements made by these two gentlemen who understand what we are talking about when we talk about balanced budgets. Of course, the three of us--the Senator from Kentucky, the Senator from South Carolina, the Senator from Nevada--support a balanced budget. We support a constitutional amendment to balance the budget, but we want to make sure it is a truth-in-budgeting balanced budget amendment, one that protects senior citizens and, most importantly, protects the real contract with America.
