“A person who is heavily involved in this legislation, the distinguished Senator from Wisconsin, Russ Feingold, said this legislation should be extended. He has, on many occasions, voiced his opinion on what is wrong with the way we passed this legislation in August, and he has been very strong in his comments about how this law could be improved. Every Democrat in our caucus believes this law should be extended. I don't like to speak for everybody, but Senator Feingold believes the law should be extended because it is the right thing to do. I cannot imagine why we have had all the difficulty we have had in extending this law.”
