I think there should be a reasonable time for people to offer amendments. I also say that we also have to work constructively on this legislation. The fact is that we have as a result of what is facing this country lots of bills, not the least of which is the Defense authorization bill. We have to complete that before the July 4th recess. We are going to do that. There is a lot of work to do. The majority leader has stated publicly that this legislation is important. Senator Dodd has spent untold time trying to work out an agreement. If everybody believes it as important as they say it is, then we should be able to get a bill. I respectfully say to my friend, the Republican leader, that they have a right to offer all kinds of amendments and any amendment they want to dealing with liability, lawyers, and other things. But I hope if they lose, they do not cause us to not have a bill. This bill is important to the real estate industry, the developers, and the people in the construction business.
