But here we are--on the verge of the busiest time of year for emergency managers, and approaching two years after the devastating impacts of Harvey, Irma, Maria, and countless catastrophic wildfires in the West--and progress on DRRA implementation has been slow, and FEMA's workforce is stretched thin.
