Let me just say, this amendment really is not even applicable to the Proffitt bill that is part of this. It has nothing to do with grant funding. This bill has everything to do with trying to make sure that grant funding goes to all the States. I am not here to talk about grant funding. There is no funding associated with it, yet he wants to put it on my piece of legislation. This is why it is ridiculous. This is an attempt to kill all of these bills. I don't know why. I don't know why, because at the end of the day, all of these bills are about bipartisan support.”
