I believe that the North Koreans--we have a different perspective of what denuclearization is.

We need some kind of cyber attack agreement with our allies, with our friends. This is out of control. This is like a new kind of conflict.

We absolutely need them to keep enforcing sanctions or the pressure on North Korea will deteriorate.
