But this bill, Mr. Speaker, is a disaster, and this bill should be defeated. I have with me a statement from the Office of Management and Budget that just came in that the administration would veto this bill. Just as well, Mr. Speaker. This bill could be called the Black Helicopters Prevention Act. As my colleagues know, at their town meetings somebody gets up and says ``There's a bunch of black helicopters coming from the United Nations to take over our land.'' This bill plays to the delusion of the paranoid people that put out information like that. Mr. Speaker, Smokey the Bear is not fitted for a U.N. uniform and a blue helmet. World Heritage designation is an honor. Nations fight to have sites designated. It does not change, if one is a World Heritage site, U.S. laws one iota; management of these sites is completely, 100 hundred percent, under U.S control. Mr. Speaker, what this bill does is, it helps extractive industries whose activities, if unchecked, would despoil our national parks and other public lands. If there was ever a solution in search of a problem, this bill is it.
