Well, they've been hinting at it for a while. I'm really worried about it because I believe that they have hunkered down. They feel that diplomacy is not working. Six-party talks are not working. That the U.S. won't talk to them. It's another way, also, to get the attention of the international community.

Well, success for me would be a commitment by North Korea to dismantle some--some of their weapons, missiles.
I think we at the Commission recognize, as we have over the years, that we always have to keep up with very dynamic changes in our industries that we regulate.
We absolutely need them to keep enforcing sanctions or the pressure on North Korea will deteriorate.
But the sanctions that have, I think, bitten--that bite the most have been the coal, the uranium, the oil sanctions that are imposed now by the U.N.
