We need to talk to them about stopping their nuclear weapons development but do it directly. Carrot and stick, not necessarily giving anything up, but by isolating ourselves and saying we're not going to talk to you because you exhibit bad behavior, that is not smart, tough diplomacy.

We absolutely need them to keep enforcing sanctions or the pressure on North Korea will deteriorate.
But, yet, China and Russia are cheating and so what we wanted to do is go after the bigger banks.
If we delay and not try to fix these problems sooner than later and it gets into a Mexican election, we, the United States, lose leverage by delaying.
I think the first step has to be--and I think you in the Senate can do this. You could not fund that wall.
