Mr. President, I wish to echo the comments Senator Murkowski made in terms of the new pages. We welcome all of you. We are excited about having you here. It is a big change to go from the previous pages to the new pages. We are excited about how things are moving along. As many people will tell you around here, pages end up doing great things. I have served in the House, and I have served in the Senate. There are Members of the House who started as pages, and there are Members of the Senate who started here as pages. So we are proud of you and expect good things of you. Mr. President, it has been over 8 years since we passed a comprehensive energy bill. A lot has changed since then. I first want to thank Senators Murkowski and Cantwell for their leadership and hard work. I know both of them worked very hard to find common ground. Senator Murkowski is my chairman of the Interior Department Appropriations subcommittee, and she is always trying to find a way for us to work together to move that appropriations bill forward. The same thing is true of Senator Cantwell's very good leadership on the energy committee. They both had a very tough job, and they crafted an energy bill that I believe moves us forward. This legislation isn't perfect, but it is bipartisan and it is moving us in the right direction. I am pleased that my bill, the Smart Energy and Water Efficiency Act, was included in this legislation. All too often, treated water is lost.…
