Mr. President, let me just initially, while Senator Vitter is still on the floor here, thank him so much. He was a great partner in terms of working on this piece of legislation thoroughly through the process over 3 years. We met, I think, about 3 years ago and had a dinner and decided, after Frank Lautenberg had died--he did a lot of work on the bill--that we would pick it up and make it happen. He has been a man of his word, and it has been a real pleasure working with him. Let me just say about Chairman Inhofe that what they say in the Senate is that if you have a strong chairman, you can get a bill done. He has been remarkable in terms of his strength and his perseverance in terms of moving this bill. So we are at a very, very historic point today. I think I would call it a historic moment. I thank the Senator. It has been a pleasure working with the Senator. I enjoined working with the Senator when I was on the committee, and I am going to enjoy working with Chairman Inhofe in the future in terms of many other issues that come before us in the Senate. I don't have any doubt that this is a historic moment several years and Congresses in the making. For the first time in 40 years, the United States of America will have a chemical safety program that works and that protects our families from dangerous chemicals in their daily lives.
