Mr. President, let me say to my good friend Senator Dorgan, first of all, we all know he has served his State for 40 years. Many of us will be talking about that service and applauding him. It has been a real pleasure to have him chairman of the Senate Indian Affairs Committee while I have served on that committee. There will be many more things I will say about him and his fine public service. I thank him because I think what he has said about the Fed and transparency is something that needs to be said. I look forward to debating that with him. I thank Senator Dorgan. (The remarks of Mr. UDALL of New Mexico pertaining to the submission of S. Res. 396 are located in today's Record under ``Submission of Concurrent and Senate Resolutions.'')
