The area I wanted to focus on, but I also wanted to follow up on what Senator Warner was asking about--the first area is, these other countries where they've had attacks, you know the Moscow subway, what went on in Madrid and London--are those countries using the approach that we have?

Would allowing more flexibility at E-Rate for innovation, like putting wi-fi on school buses, help address the digital divide in tribal schools faster?
All they know is that tribes need better broadband services. And it is up to everybody else to hopefully help them with that.
