“I thank Chairwoman Mikulski and the Presiding Officer. I will say a few words about Chairwoman Mikulski. First of all, I am honored to serve on the Appropriations Committee. For the last couple of years I served as the chairman of the Subcommittee on Financial Services and General Government, and with her guidance and work, it has been a truly fulfilling task. I thank Senator Mikulski for the last 2 years since she has taken over and putting us on track in terms of having a good, solid appropriations process, where we make every attempt to get the appropriations bills through the Senate and in place at the beginning of the budget year.
