I thank Chairwoman Mikulski and the Presiding Officer. I will say a few words about Chairwoman Mikulski. First of all, I am honored to serve on the Appropriations Committee. For the last couple of years I served as the chairman of the Subcommittee on Financial Services and General Government, and with her guidance and work, it has been a truly fulfilling task. I thank Senator Mikulski for the last 2 years since she has taken over and putting us on track in terms of having a good, solid appropriations process, where we make every attempt to get the appropriations bills through the Senate and in place at the beginning of the budget year. That could make a real difference, as she has indicated, for veterans, for jobs, and for all of the agencies that are funded throughout government, and particularly in my State where we have two premier national laboratories--Los Alamos and Sandia National Laboratories. We have three Air Force bases, national parks, and national monuments. There is so much that is a part of this appropriations bill that is very important to my State. We have a lot of work to do today, and I will speak for a few minutes on some of the issues that are important to my State and our country. First, I will start out on a positive note. The Senate just recently passed the Defense authorization bill. That bill is critical to our Nation's security and for our troops at home and abroad who deserve our support and respect.…
