Your report mentions needing a formal tribal engagement process that allows for meaningful tribal input as part of the FCC's data collection.
All they know is that tribes need better broadband services. And it is up to everybody else to hopefully help them with that.
This is one where the industry controls the data, and has all the power. And when tribes do challenge the data, it is costly, it is time-consuming, and Indian Tribes don't often win.
I do think that one thing that is really great about that Act is that it gave rulemaking authority to the Federal Trade Commission.
